H.H. Sheikh Hamdan issues resolution regulating healthcare activities in Dubai

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, has issued a resolution regulating healthcare activities and professions in Dubai.

Executive Council Resolution No. (49) of 2024 applies to all healthcare establishments, including those in special development zones, free zones and the Dubai International Financial Centre.

It mandates that all healthcare professionals in Dubai must adhere to the new regulations, with an exemption for those working in federal government entities and their affiliated facilities.

The aim of the initiative is to establish a high-quality, efficient healthcare system in Dubai by regulating healthcare professions and activities. It also focuses on promoting transparency, fairness, and protecting the community from unethical practices.

Under this resolution, the Dubai Health Authority (DHA) will oversee the licensing and regulation of healthcare providers, develop policies and standards, and handle complaints against healthcare professionals.

The DHA is also responsible for conducting clinical audits, monitoring health data quality, and coordinating with other entities on healthcare matters.

Healthcare facilities and professionals are required to obtain a permit from the DHA before operating. They cannot employ unlicensed professionals or engage in healthcare activities without the DHA's approval.

Licences are valid for one year and must be renewed according to the DHA's conditions. Transfers of licences are also subject to the DHA's approval.

The resolution grants the DHA's Director General and the Medical Practice Committee the authority to close healthcare facilities, either fully or partially, for up to three months during investigations.

It also allows for the suspension of professionals for up to three months, pending investigation of violations.
